In May of 2020, the town of Eddington, New Mexico, has a population of 2,634. One of those residents is Joe Cross (Joaquin Phoenix), the local sheriff who is fed up with both COVID-19 precautions and the current mayor, Ted Garcia (Pedro Pascal). After a public standoff between Joe and Ted, Joe leans on anti-masking platform for his self-driven mayoral campaign as the town becomes enveloped in conspiracy theories and neighbors begin to turn on each other.
